Yes, you are right. This has been reported as a bug [1] as well.
Basically, now that the package has been demoted to universe it needs a
rebuild so translations are not stripped as it is the case with packages
in main using language packs.

That's also true, but given the fact that the application has been
replaced by software-center, I'm not sure how well maintained it will be
in the future. In any case, if anyone thinks it might be worth opening
the upstream Launchpad gnome-app-install project for translations, I'd
recommend filing a separate bug against the gnome-app-install package
[2].
