Ubuntu 9.04 Start Page update

Latest "Ubuntu Help" -> "Ubuntu help" change in the start page results
in an untranslated string (it displays in English instead of Spanish, in
my case), and an untranslatable string ("Ubuntu help" is not in
Launchpad Translations, so I can't translate it).

Please, update the Launchpad template for proper translation, or revert
the "Ubuntu Help" -> "Ubuntu help" change in the web page.
