Thanks for you suggestion. 

In the ubuntu-docs translation wiki page there was an example using
xmlto.  I have updated the wiki with your example using xsltproc

I have also updated the http://ubuntu-docs-stats.tla.ro/ubuntu-8.10/
with an export made in the 11th of January. Thank you Matthew for the
export.
