ubuntu-docs updates for translation into Intrepid

I could not agree more to this, that's something we've been missing
since the beginning. Apart from the problems with importation, we
never know when translation updates will be released (be it for
ubuntu-docs or langpacks). Simply having a wiki page with a clear
schedule for translation updates would be a great improvement.

The way it currently goes, with a single announcement on
launchpad-users before release, stating something along the lines of
«lagpacks will be periodically released every x weeks» (which never
seems to apply) or «there will be updates after the release dates»,
without a definite schedule is less than satisfactory.

I must also say that the frustration comes also from long time
translators, who are facing the same old problems on every single
release. There are improvements every now and then (the search
functionality is great, by the way), but the basic problems still
apply (locking upstream translations, import problems, lack of
information).

Something else I wanted to mention is that we've noticed that some new
strings have appeared on ubuntu-docs in the last few days, so I am
assuming that the templates have finally landed into Rosetta. We have
had a problem of duplication of efforts with this strings: some of
them were identical or similar to their Hardy equivalents, which had
been already translated several months ago. However, those Hardy
translations did not seem to make it to Intrepid and thus someone from
our team translated them again without noticing.

I would have expected those strings to either have been ported
directly to Intrepid or to appear as suggestions in the UI in case
they had been fuzzy. I have also seen this behaviour on the
debian-installer template: strings translated in Hardy (several
months) did not seem to make it to Intrepid. At that point I thought
that it might have beeen something particular to the debian-installer,
since as far as I know its translations are handled in a different way
than all the others. But now I see this happening to ubuntu-docs as
well, and I am wondering if this is something related to that
blueprint that landed recently in Rosetta, whereby the fuzzy strings
do no longer appear on the UI (and I must say that neither on the
downloaded PO file, as I could verify).
