This is because use tidy with acsii encoding as default option.

I fixed this bug by adding a missing argument in, here's the modified 

You should overwrite /usr/share/pyshared/translate/convert/
 with the new script, and regenerate HTML files with your script. 
I've tested it and it works fine.
