How to set guidelines policies

Friends,

We at the Ubuntu Urdu Translators and Gnome translators on UrduWeb.org have
come to a point where we need to set a document describing common rules,
guidelines, sketch of our team policies and translation policies, etc. We
would appreciate if you can help us with this. Please let me know if you are
using any such documentation or something for your team.
