Is this a bug?

I wanted to check before opening a bug ticket.  The following string:

 English:   	 	% of normal size
	Developer note: DLG_PageSetup_Percent
Located in: 		po/tmp/ap_String_Id.h.h:29, for Abiword

Is being marked as problematic when translating the "of" part.  It
seems that Rosetta thinks the "% o" go together and won't consider the
proper translation.  Is this a Rosetta bug or a problem with the
original string (%s of nomal size maybe?)
