Translating Docteam documentation

Hi,
I newbie question - can I help with this on a Debian testing machine?
For now, due to luck of time, I'd rather not try to convert my Debian into
Ubuntu but would like to help with translation to Hebrew. I was counting
on Rosetta to allow me do this through a web interface but I keep hearing
about problems with it.
Where should I start?
