Tricky: How to quote in non-english languages?

Polish quoting rules are easy: the opening quote should be „ (U+201E
DOUBLE LOW-9 QUOTATION MARK), the closing should be ” (U+201D RIGHT
DOUBLE QUOTATION MARK), the inner opening quote should be » (U+00BB
RIGHT-POINTING DOUBLE ANGLE QUOTATION MARK) and the closing one should
be « (U+00AB LEFT-POINTING DOUBLE ANGLE QUOTATION MARK).
We’d quote: „Despite the ban by the mayor of Warsaw, the »Equality
Parade« is starting in front of the Parliament according to plan.”
