ubuntu-docs translations in Ubuntu 5.10

There's one issue with the guide (in pt_BR at least): while it's
completely translated, the title and description in the main help page
(System -> Help) is not. So the user will see "Ubuntu 5.10 Starter
Guide" and an English description of it.
Is that part translatable? And if so, would it be affected by the
update?
