[Bug 1229786] [NEW] apparmor profile needs read access to /custom/etc/dconf_profile

Public bug reported:

In the OEM customized image, we have the dconf_profile pointing to
/custom/etc/dconf_profile, but the request to read that is being denied
by apparmor.  The denial looks like this:
