[Bug 1160774] [NEW] No simple way to add IRC account in Empathy

Public bug reported:

I tried this on both Ubuntu 12.10 (Unity) and Ubuntu Gnome 12.10 + Gnome
3 PPA, these are 2 different PCs.

When you run Empathy, there is no simple way to add an IRC account. If
you select the "Accounts" Empathy app menu, you're redirected to UOA or
GOA, and both don't allow to create an IRC account.

To do so, you have to run empathy-accounts, and here you can create IRC
account, but this is not discoverable at all by the end user.
