[Bug 1203336] [NEW] decouple account-plugin-* and mcp-account-manager-* from empathy

Public bug reported:

When installing account-plugins and mcp-account-managers from the ubuntu
archive, empathy is pulled in as well, which looks like a   completely
useless dependency since none of the account-plugins / mcp-account-
managers actually need empathy?
