[Bug 1203128] [NEW] Empathy not respecting Online Accounts settings

Public bug reported:

I'm using Ubuntu 13.04

Expected: Online Accounts -> Google -> Integrate your IM accounts -> OFF
will turn off Google chat

Actual: Chat window appeared without me wanting this?
