Hi, I have the same bug

Platform : Guest Ubuntu 1304 x86 VM virtualbox on host Windows 7 x64 all
up to date

(empathy:3714): empathy-CRITICAL **: empathy-utils.c:562: empathy_account_manager_get_accounts_connected called before AccountManager ready
(empathy:3714): folks-WARNING **: Failed to reach quiescence normally (1 backends and 0 persona stores still haven't reached quiescence). Forcing IndividualAggregator quiescence due to reaching the timeout.

So with sudo htop, I removed all daemon/programs connected to
telepathy/keyring/empathy :-)

I restart empathy and it works :-)
Perhaps gnome-keyring-daemon ?
