[Bug 1056379] [NEW] empathy no longer allows to create IRC accounts

Public bug reported:

Not sure if this is an empathy bug or a telepathy-idle bug
unfortunately.

Despite the fact that telepathy-idle is installed, it's not possible to
create an IRC account. Launching empathy on the command line doesn't
reveal any interesting log information.
