[Bug 1051448] [NEW] Empathy cannot correctly use IPv6 Local Link addressing.

Public bug reported:

Avahi provides presence information using IPv6 local link (FE80)
addressing, and the remote machine can be seen in "People Nearby"... but
trying to send a message returns an error.

Connecting with "telnet" shows that the service is available.

My guess is that it doesn't handle specifying the interface correctly
since local link requires more than just an address.
