[Bug 967330] [NEW] Make it by default if it gives option to add irc

If this gives option to use irc then make it by default couse of If irc
is beeing used for ubuntu comuncation then it should be in from clean
install to use it. so if this packages gives this option then it should
be installed on 1st update if not on cd already.
