[Bug 947172] [NEW] User tooltip has barely-readable colours

Public bug reported:

When I hover over a user, a tooltip appears describing them, but the
text is white on a white background, so it's very hard to read.

This happens with Ambience or Radiance, but not the high-contrast theme.
