Bug is still present in 12.04 LTS (Precise Pangolin)

enchant works well, empathy not.

~$ enchant -d de-DE /tmp/German_Test_Text.txt 
~$ enchant -d de /tmp/German_Test_Text.txt 
error: line 1: missing or bad word count in the dic file
