[Bug 933527] [NEW] Cannot block yahoo contact requests anymore

Public bug reported:

You don't have the ability to block yahoo contact requests anymore. You
can pick Yes, No, or Decide later - not block. The result is every time
you start up Empathy you get asked by the same contacts. This worked in
oneiric, it's currently a regression in the precise build.
