[Bug 1044357] [NEW] account-plugin-empathy should depend on signon-plugin-password

Public bug reported:

The next version of Empathy (3.5.91) will have its UOA plugin store the
user's credentials in signond. In order for this to work correctly, a
run-time dependency on the "signon-plugin-password" package will need to
be added on "account-plugin-empathy".
