[Bug 1042967] [NEW] IRC plugin installed but doesn't show as "account that integrates with Empathy"

Public bug reported:
1. Install account-plugin-irc (and telepathy-idle)
2. Run gnome-control-center credentials
3. Click Add Account
4. Select "Show applications that integrate with Empathy"
5. IRC is not listed in this view.
IRC should show up here as it's registered as a telepathy provider.
