[Bug 1041824] [NEW] IRC support is broken

Public bug reported:

In Empathy 3.6 accounts-plugin-irc is not installed by default (which it
should imo), and also doesn't work. When I try to add a new irc account,
the settings window either is empty or freezes.

This is a major regression for me :/
