This problem appeared for me as well, using Empathy on Unity on a 64 bit
12.04 system, around the same time I installed "gnome-online-accounts"
and "gnome-contacts" (I installed gnome-shell to try out), but was only
sporadic.  It could only be fixed by logging out of Ubuntu and back in.
I recently uninstalled both those programs and haven't seen the problem
since.
