[Bug 975136] [NEW] Blocked contacts "forgotten" in between invocations of the program

Public bug reported:

Empathy has a problem with not blocking "blocked" contacts. So I
verified that the spam users were on my "blocked" contact list. Since
blocking is not working I shut down Empathy and restarted it thinking
this might be necessary to put the current "blocked" contacts into
effect. It didn't help. I checked the "blocked" contact list again and
found all but two of the "blocked" contacts had been removed from the
list.

FYI: This is apparently not why the blocking is not working. Even users
still on my "blocked" contact list are able to send me new messages.

FWIW, https://www.meebo.com/messenger has no problem blocking these same
yahoo IM spam users. I'm not suggesting meebo is full featured
substitute for Empathy. I'm just pointing out that blocking contacts is
doable.
