[Bug 883851] [NEW] Unfocused chat notifications not visible in Ubuntu Messaging menu

Public bug reported:

New chat notification are visible in the Messaging menu but the
unfocused chat notifications are not. The sound alert comes and the
Unity bar "wiggle" also happenes but no messaging menu alert.
