Finally no.
I tried special characters in irc , through empathy, and it appears like '?'.
In Natty like in Maverick

  hi,
- when I am tchating on IRC, special caractere like ù,à,é…etc. are ?
- That make me have to guess what they mine
+ when I am tchating on IRC,through Empathy, specials characters, like ù,à,é…etc., are '?'
+ Edit: I tried in Maverick(10.10) and in Natty(11.04). Bug is the same in both.
