[Bug 804741] [NEW] Empathy 2.34 should depend on dconf

Public bug reported:

On Natty Empathy should depend on dconf. It starts without it, but it
silently forgets all the changes you make to its settings. It seems, if
dconf is not available, it loads settings from gconf, but only saves to
dconf (and silently fails). This results in an almost unusable Empathy.
