[Bug 770331] [NEW] drag-switch doesn't support dragging

Public bug reported:

Binary package hint: empathy

in the Accounts Manager for Empathy, dragging the [ON|OFF] toggle for
the respective service is not possible, rather clicking is required to
change that state.

These switches should support mouse dragging, as their visual properties
resemble physical objects, which would be moved the same way, and they
look less like discrete buttons that would require discrete clicking.
