I discovered that the "avatar_token=[...]" line in the file ~/.mission-
control/accounts/accounts.cfg changes with the photo update.

However as noted above the photo just disappears when one leaves the
"Personal Information" window.

I did however mange to find an interesting error message that occurs (in
the debug window under Empathy.FIleTransfer) with each attempt to add
the photo:

Domain: GLib
Message: g_source_get_context: assertion `!SOURCE_DESTROYED (source)' failed
