I have this same problem.  I can connect from Pidgin with no problem.
But I cannot connect from Empathy after importing the account from
Pidgin into Empathy.  My settings are:

User: xxxxxx.xxxxxx at oracle.com
Pass: xxxxxx
Encryption Required: no (have also tried with yes)
Ignore SSL cert errors: no (have also tried with yes)
Server: xxxxxxxxxxxxxx.com
Port: 5223
Use old SSL: Yes
