Overview:
Successful connection to ICQ network fails, "Network Error" is connection response. 

Summary:
ICQ responds continually with an immediate "Network Error" upon initial connection attempt. All login information is correct. Currently no issue with AOL Messenger, nor any of the other messenger services.
