I see a similar thing, but only when my Internet connection has dropped
out and come back up. Empathy then continues to claim that I'm online,
and continues to show whichever buddies were online at the time (without
updating as buddies go online and offline), but others can't see me.

Workaround is to briefly go "offline" (or briefly disable the account),
but I'm not always aware that my Internet has briefly dropped out (since
I'm behind NAT and the LAN connection usually remains up).
