Oh dear, I'm not very good at mock-ups (I'm a developer, not a GUI
designer :) ).  Is it enough if I describe how I think this might be
solved?

"New conversation..." (and maybe also "New call..." is probably best
located in the Indicator Applet drop-down (like Evolution adds an entry
for "New message").  More importantly, "Quit Empathy" should probably be
located at the bottom of the the Conversation menu in the conversation
window, under "close".
