This doesn't actually fix it for me, removing from description.

- POSSIBLE SOLUTION
- 
- After installing the package "sound-theme-freedesktop" and setting the
- sound theme to default in the audio properties, empathy makes sounds.
- 
- There is a file named "message.oga" in the freedesktop-sound-theme, but
- there's no "message.ogg" in ubuntu's sound theme. So by creating one
- empathy works.
- 
- In other words: /usr/share/sounds/ubuntu/stereo/message.ogg is missing
- and needed by empathy to make a sound for incoming and outgoing
- messages.
+ chat and with all other protocols, no sounds are made.
