This is a very serious problem because irc is how #ubuntu-beginners,
#ubuntu and so many Ubuntu and other support channels are accessed.
Since Empathy is the default IRC client it needs to 'just work'.  There
are many problems with Empathy as an irc client, but this bug is the
first one that hits the beginning Ubuntu user when trying to use IRC
