[Bug 528781] [NEW] Empathy doesn't give irc option in account setup wizard

Public bug reported:

Binary package hint: empathy

Empathy doesn't give irc as an option in it's setup wizard. To set up an
IRC account, you must set up some other type of account and then set up
a new irc account through the Edit -> Accounts menu option.

I will attach a video reproducing the bug and showing the frustration a
new empathy user (me) could have trying to set up an IRC account.

I would even say that this is almost a regression from jaunty that had
pidgin and was easy and not-confusing to connect to IRC with.

To reproduce:
Make a new user and login to it (or delete all empathy accounts somehow)
Open empathy.
Select Yes, I'll enter my account details now.
Look for IRC on the list under What kind of account do you have?
Notice that IRC isn't there.
Notice that you have to make a fake account or set up some other kind of account before you can set it up through Edit -> Accounts, because that brings up the wizard if you have no accounts yet, and the wizard makes it so you can't setup an IRC account!
