Ok. I think I found the problem: per default there is the package
telepathy-haze installed. After deinstallation of telepathy-haze voice
chat over Jabber does work without stuttering!

So it seems the problem is with telepathy-haze and not empathy. Maybe
someone can change this in this bug-report? TY.
