it does when the package is installed, you ran apport on a machine
without empathy apparently though

$ apt-cache show empathy | grep Recommends
Recommends: telepathy-gabble, telepathy-salut, telepathy-haze, telepathy-butterfly, gvfs-backends
Not sure how you managed to get the recommends not installed but that's an user issue not a bug
