[Bug 447105] [NEW] Empathy doesn't open a new chat tab when an IRC /query is received

Binary package hint: empathy

When I receive a private IRC message ("/query") in IRC, I see the
message in a floating notification bubble (the new Ubuntu notification
thing), but Empathy doesn't open a new conversation tab for it.  This is
not good, as it makes it easier to miss the message, and it is not
expected behaviour for an IRC client.
