[Bug 488709] Re: Please remove hard coded jabber file proxy

The following patch (backported from upstream git) removes 2 servers for
which their admins asked us for removal. It also fixes fd.o #21151 which
should drastically reduce the number of queries sent to proxies.

Don't be afraid by the size of the patch, changes in the code are
trivial, most of the patch is a unit test.
