This is not technically a duplicate.  Bug #388906 is about not importing
IRC accounts.  This bug goes further in demonstrating that any IRC
accounts stops the import of accounts in other protocols.

Telepathy-idle is already installed.  So, unfortunately that doesn't fix
it in this case.
