You have been subscribed to a public bug:

Throughout the use of Ubuntu, many users will attempt to upgrade
specific apps to the latest and greatest. This, however, is quite
dangerous in regards to empathy and telepathy. Why is it dangerous you
ask? Because the applet removes empathy from its list, and even added
back manually, it only launches empathy. Then you get the ugly green
bubble-circle thing in the notification area, and the applet is not
serving its function. It takes an inordinate labor to correct this
mistake, and often times, users cannot correct it. This is a call for
robustness, the kind Ubuntu should have. It is not acceptable to have
fragility in a major component to rival that found in Windows. This is
part of the ambiance of Ubuntu, it affects many people's workflow, and
honestly it is irrelevant as to what is involved in fixing this, this
must be fixed if Ubuntu is to not be ridiculed for being unfixable...
and finally it is an issue with an existing feature. This is a papercut.
