Laurent: it's not a regression for Ubuntu, the default install continues to use Pidgin, not Empathy, so file transfers will continue to be supported out of the box.
It seems likely that a switch to Empathy will happen at some point in the next few releases, but not until it has improved a little further in usability and feature terms.
