[Bug 234957] [NEW] libdecibel0.6.0 installs non-SONAME specific files

Public bug reported:

Binary package hint: decibel

libdecibel0.6.0 installs programs into /usr/lib/Decibel,
/usr/share/Decibel/, /usr/share/dbus-1/, and /usr/share/doc/Decibel/.
This will break upgrades as soon as it gets a new SONAME.

All these other packages belong into the decibel binary package, or a
new libdecibel-bin. See
