Bug: Empathy 0.23.1 not showing answer window when receiving a jingle call.

Hi

Sorry if this is the wrong place to post the bug but I couldn't find a
method to post the bug on https://bugs.launchpad.net/~telepathy/.

It seems like the recent Empathy 0.23.1 doesn't show the answer window
when receiving a jingle call on Hardy Heron, only the dial pad. I
downloaded Revision: 1146 from svn://svn.gnome.org/svn/empathy/trunk
and compiled Empathy 0.23.4 and executed the program and 0.23.4 shows
the answer window correctly, with the dial pad window.

I'm also interested to get more active in Empathy seeing its the only
working jingle client I could find for Ubuntu. So a nudge in the right
direction on how to be able to submit bugs on
https://bugs.launchpad.net/~telepathy/ and get my hands on the current
source for the Ubuntu Empathy Package would be greatly appreciated.
