[Bug 191972] [NEW] empathy should use TLS for jabber

Public bug reported:

Binary package hint: empathy

It would be preferable if empathy used TLS/starttls for jabber accounts,
when it is offered.  Currently it only will use the "legacy" SSL on port
5223.
