Sriramadoss has already answered your query, but to get a quick feel of 
it, visit http://people.w3.org/rishida/scripts/pickers/tamil/  that has 
a nice interface with which you can compose Tamil text using unicode 
characters. You would have to set your browser encoding to UTF-8 at View 
 > Character Encoding > Unicode (UTF-8)
