That's because when you say that the package supports only 0.88, it
assumes that there's a separate 0.86 package and prevents its installation.

Upon futher investigation, I found that if you don't change the rules
file and simply regenerate debian/control from debian/control.in, the
newer version of CDBS in Lucid will use the proper deps
"python-sugar-0.86 | python-sugar-0.88" and "python-sugar-toolkit-0.86 |
python-sugar-toolkit-0.88".

Make sense?
